Monitoring the installation of the Solar Systems and developing institutional arrangements with the beneficiaries in Lahej and Abyan Governorates.





-          Project Description
In Yemen, since mid-March 2015, the conflict has spread to 20 of the country's 22 governorates, prompting a large-scale protection crisis and aggravating an already dire humanitarian crisis brought on by years of poverty, poor governance and ongoing instability. The number of people in need of some form of humanitarian assistance has increased by 33% from 15.9 million to 21.1 million people. This means that 80% of Yemen's population now requires some assistance to meet their basic needs for food, water,energy, healthcare, shelter and other basic supplies. More than 12 million people have been directly affected by the conflict, including more than 7 million children.
The EU-funded Enhanced Rural Resilience in Yemen Program ERRY is to enhance the self-reliance of rural people and communities to better cope with crises, risks and shocks. The project is being initiated, and will be implemented for a period of three years. The project will be implemented in eight districts within four governorates as follows:
  • Lahj Governorate: Tuban district and Tour Albaha district.
  • Abyan Governorate: Kenfar district and louder district.
Through ERRY a resilience approach is being spearheaded, to enhance collective action, aid delivery and economic recovery. The program is designed to enhance the self-reliance of rural people and communities to better cope with crises, risks and shocks. The solar component of the program will support communities benefit from improved and more sustainable livelihoods opportunities through better access to solar energy;
The solar component aims to build community energy resilience in the target areas. Through its interventions it enhances community-based access and application of sustainable solar energy across rural communities in the project targeted areas. Priority will be given to rural basic services such as health, water supply, education, communal services, market places, solar water pumping,.etc. that contribute and build community energy resilience. It also promotes application and spreading of the use of solar water pumps in the agriculture sector within a comprehensive package including use of efficient water irrigation system. Furthermore, it also promotes micro solar-based business development. Following are the key planned intervention for building rural community solar resilience in the targeted districts:
·         Expansion of solar energy applications to strengthen rural energy resilience, capacity building and recovery;
·         Decentralized solar energy services installed in public service centers to reinforce livelihood resilience of vulnerable rural communities;
·         Solar energy introduced to support enhancement of rural community energy resilience;
·         Marketing of micro-business development for solar energy supported;
The first step in the process of building energy resilience in the targeted districts is to carry out socio-economic and solar needs/gaps assessments. A team of two national consultants will be assigned to carry out these assessments.
Monitoring Objective:
Adwar Organization For Youth Development to undertake inspecting task, testing of solar energy system equipment for UNDP solar energy project, Specified in Lahij and Abyan governorates, 24 solar energy system for each governorate, as follow:
Lahej Govenorate: 12 solar energy system, includes two district.
  1. Tuban districts: 6 solar energy system/ (2 at schools + 2 unit Health + 1 at Office of Education + 1 at Health Office).
  2. Tawr Al Baha district: 6 solar energy system/  (2 at schools + 2 unit Health + 1 at Office of Education + 1 at Health Office).
Abyan Governorate: 12 solar energy system, includes two district:
  1. Khanfar districts: 6 solar energy system/ (2 at schools +2 unit Health + 1 at Office of Education + 1 at Health Office).
  2. Lawdar district: 6 solar energy system/  (2 at schools +2 unit Health + 1 at Office of Education + 1 at Health Office).
Adwar Organization to undertake inspecting, testing of solar energy system equipment to ensure compliance of all delivered solar systems equipment and conformity with the pre identified quality standards and technical specifications at central level, and to undertake institutional arrangement at local level, consult with all stakeholders at governorates, districts and community levels and supervise the take-over from the supplier to the beneficiaries and ensure installation and operation of delivered solar energy systems are smooth and well performed through conducting field monitoring for all process of handling, delivering, installing and operating solar energy systems at local level in the targeted districts to guarantee proper delivery, installation and operation of the solar energy systems.

- Review of good practices in youth development reveals that capacity building on conflict sensitivity & conflict preventionfor the project team to ensure the success of the project.

A-service Lighting in rural health facilities, mainly at night. Therefore, using a renewable energy system for lighting will improve the quality and availability of light significantly, which will lead to improve medical emergency interventions, including first aid, birthing and surgery
Most of social services facilities including health facilities, schools and communal services offices in the target districts are owned by district councils. Hence, it is their responsibility to operate and maintain the installed systems. This is a challenging situation, as most of the district councils do not have a maintenance budget set aside. This leads to premature failure as the systems are not attended in time when there is a problem. Therefore, it is recommended to create a sustainable maintenance mechanism for regular maintenance and for replacing defect components of the PV system along the lifetime. For instance, establish maintenance and replacing fund. On the long run, system maintenance is the backbone of the sustainability of solar PV systems.
- The investment costs of PV systems are high; therefore systems can be stolen in remote areas. Some health facilities, schools, or communal services offices lack the safety of fences or other measures that prevent installed systems from being stolen. Anti-theft screws can keep the solar PV modules secured. Another option to secure the solar PV modules is through the welding of module frames together, if possible with a fixed foundation;
And it will consist of interventions during the team:
The implementation will be in two directions:
I: Management Team:
- Communicate with the supplier and recipients
- Visit the targeted sites to facilitate the task of the technical crew.
- Coordination with local civil society organizations in the two Govenorates.
- Supervising the work and the performance of the technical crew.
- Providing all the needs and requirements of the technical team in carrying out their task with ease.
- Signing of the receipt by the beneficiary.
- The receipt of receiving reports of the target.
- The receipt of reports and forms examination, inspection and evaluation of the installation of the technical crew.

II: Technical team:

Conducting a specific training program on operation and maintenance of solar PV systems for local working staff, which is likely to increase efficiency and sustainability. The training program can be launched simultaneously with the installation of the solar PV systems. Moreover, training of local staff on management of energy stored in batteries is necessary; including the operation of critical, important and non-important loads, as well as installation and regular maintenance, replacing spare parts, checking of the electrolyte in batteries, corrosion cleaning, checking and replacing protection fuses, and short-circuit problems.
-  When designing and implementing training program or awareness campaigns, take into consideration the sensitivity of females’ situation, particularly, venue of training and duration of the training program, as well as level of education;
1.     The implementation of training two courses for beneficiaries in the governorates of Abyan and Lahij in the field of installation and maintenance of solar energy system and sustainability.
And it will be targeting and selection of 12 trainees from the recipients in each governorate a total of 24 trainees.
